Sadly you can’t download it from the website, the manual direct you too. The Detonator Pack was never released for the European version. Also the US and Japanese Detonator Pack’s don’t work with the European Version of the game. Currently I’m in the process of trying to get a US version of Dynamite Cop. To see what the Detonator Pack is like and because the European version is missing all three of the secret characters and the game is 50hz only
